Those who been involved with HR functions for any amount of time are aware of the hurdles that the profession has faced in order to get invited to the big table.  HR has traditionally been viewed as a "back office" function while we hold the responsibility for an organization's most valuable asset: the employee.  Although the field of Human Resources has made huge strides at making a seat at the table, many in the field still struggle to demonstrate and prove the value of their contributions to the organization and ultimately, the bottom line. 

Paula O'Neil will share her experience as Clerk and Comptroller for Pasco County and business consultancy and will equip attendees with the tools necessary to succeed once you make the decision to climb to the top!

Dr. Paula O’Neil dedicated her career to excellence in government, serving more than 39 years in various public service positions, most recently as the elected Clerk & Comptroller for Pasco County from 2009 to 2019. Using that wealth of knowledge, Paula now consults for governmental entities and businesses assisting teams to develop their combined talents and ambitions to maintain hope, fulfill dreams, and believe in themselves! Paula serves as an adjunct professor for Saint Leo University, teaching in the MBA program, and for Florida State University, teaching in the Certified Public Management program. Paula holds a Doctorate in Philosophy in Applied Management and Decision Sciences, and is a Certified Public Manager, University of South Florida Executive Fellow, Leadership Pasco Alumnus, and has served as a Florida Sterling Examiner.


Paula is dedicated to Enhanced Quality of Life as a cancer fighter and survivor, hoping to spread the messages of early detection, making a difference, and life-balance. The author of “Fighting Cancer Like A Girl,” Paula offers seminars and presentations to hospitals and community groups.

Paula loves traveling and spending time with her family, especially her beautiful granddaughters!
