Don Burgher, President and Owner of Florida Insurance Brokers of Central Florida, has spent the last 3 decades studying, designing and presenting insurance plans, concepts and technology. With a simple philosophy of educating the consumer and quality customer service, his agency now services employers throughout the Central Florida area.

After attending the University of Kentucky, Don started his career with Kentucky Farm Bureau Insurance Company in 1979. In 1981, he became an independent agent and started his own agency, Florida Insurance Brokers of Central Florida.

Don is a charter member of the Nature Coast Human Resources Society. He served 10 years on the Pasco Hernando Jobs and Education Regional Board and is a Trustee Chair for Brooksville Wesleyan Church; he is a long time member of the National Association of Health Underwriters, Chamber of Commerce, and currently serves on the HCA/Oak Hill Hospital Advisory Committee.


Marcia Kozera comes to Florida Insurance Brokers with twenty years of extensive Human Resources experience in the healthcare, automotive and retail industries. She specializes in training, coaching, leadership development, social media branding for sales and recruiting, as well as employer sponsored benefits, among others.


As a former Human Resources Director for departments of one to three HR professionals, she has first-hand knowledge of the daily challenges faced when juggling the administrative duties of the department as well as the strategic planning and development of your workforce, from recruiting to retirement. 


In 2014, working as an HR consultant, Marcia became Licensed Insurance agent for the State of Florida in order to better understand and educate clients on their health care needs and options. Marcia’s experience in the entire HR function, followed by her transition from the employer to the broker arena, gives Florida Insurance Brokers a solid competitive advantage in our field.


With strategic planning, education and preparation, her vision is to provide you with tools, information and resources so you can be a more effective and efficient human capital professional for your organization. From payroll processing to full employee benefits packages, she will make significant cost containment recommendations according to your organization’s specific needs.
